One of the things George W. Bush was most criticized for as President was the inept managing of FEMA during Hurricane Katrina. One of the reasons for this perception was that it is against the law for the federal government to intervene in a state without the request of the governor of that state, and the Democratic Governor of Louisiana disappeared for several days and could not be found to give FEMA permission to come in. It has now been almost a week since Hurricane Helena stuck a possibly even more devastating blow to the mountains of North Carolina than Katrina did to Louisiana, and no one has reported seeing FEMA.
